Belarusian Enterprises May Become Legitimate Targets

The Ukrainian private intelligence company Dallas published on Thursday a package of documents that prove that the Belarusian authorities are not just complicit in the Russian war against Ukraine. The products of Integral, Peleng, Tsvetotron and many others play a key role in this war. Without the microchips that the Belarusian military-industrial complex supplies to the Russian army, Russian missiles would not be able to kill Ukrainians. In May this year, the head of the State Military Industrial Committee Dmitry Pantus boasted about the successes of the Belarusian MIC. According to him, last year was a record year for the enterprises of the complex in terms of exports, profits and production.
"All the work of the Belarusian military-industrial complex is aimed at preserving peace," he said, speaking at the MILEX-2025 exhibition.
Belarusian officials in general, and Alexander Lukashenko in particular, in principle like to talk about their peace-loving nature. Talking about peace is a good way to make money on war. Because it was the supply of weapons for the war against Ukraine that became the key to the success of the entire industry.
"The military of Belarus, as well as employees of the MIC plants, have been canning equipment and shells to hand them over to the occupants. However, the most critical assistance to the Kremlin was provided by electronics manufacturing companies. Thanks to the participation of Belarusians, Moscow was able to partially ensure the so-called import substitution of extremely important microchips, capacitors, stabilizers and the like," reads the materials of the Ukrainian investigators.
In particular, only thanks to chips from the plant "Integral" Russia is able to produce altimeters and other parts for X-101 missiles. Investigators recall that the most famous case of using these missiles was a strike on the children's hospital Okhmatdet.
Integral chips are also installed in X-69, X-39 and X-38 missiles. Dallas investigators publish scans of paid invoices for the supply of more than 3,000 microchips to the Russian army between November 14, 2022 and February 18, 2023 alone.
"Employees of Tsvetotron are also responsible for killing civilians. Their products, according to the GUR, are used by the Russians to manufacture missiles Kh-31PM and Kh-35U."
The above examples are a small part of the facts, proving the complicity of the Belarusian military-industrial complex in the murders of Ukrainians. And in the near future, the line of Belarusian military products may be supplemented with drones. Lukashenko is going to build a factory in Belarus designed to produce 100,000 drones.
So the Ukrainian investigators make a logical conclusion:
"Belarus is a direct ally of Russia in the war against Ukraine. It is not a neutral party that is "pulled into the war", but a full-fledged participant in the conflict. Its enterprises can be considered legitimate military targets, such as oil refineries and bases."
